Position Overview:

The Town of Castle Rock has an outstanding opportunity for a Senior Financial Analyst in our Finance Department. This position performs complex professional accounting, financial, and budgetary work for the Town. Work includes oversight of the budget developmental process, and ongoing financial analytical work and support services for Town departments to review financial information, plan for immediate and long-term financial needs, and provide financial solutions to budget impacts that may arise from departmental initiatives. This position uses modeling tools to document current and future financial outcomes. Work includes creating complex tools and financial reports that combine data from a variety of sources to analyze information to provide recommendations. Performs duties in a manner consistent with the stated values of the organization.

Essential Duties and Responsibilities:

  • Serves as business liaison with Town departments to provide complex financial support including analysis, planning, and problem solving. Collaborates with Town departments in gathering and processing financial and budgetary information.
  • Serves as project and team lead; provides oversight on the annual budget development, five-year CIP financial plans, and creation of the official budget document.
  • Coordinates individual analysts’ tasks in the development of the budget and general financial planning. Reviews work of team members, provides insight, opinions and recommendations on individual work products.
  • Attends meetings; provides guidance and participates in financial and strategic planning initiatives.
  • Coordinates and maintains TABOR calculation process, projections and fiscal tool maintenance.
  • Prepares schedules, provides fund analysis narratives and other information. Assists with information requested for the annual ACFR.
  • Responsible of budget calendar and item completion, adhering to set deadlines.
  • Develops, prepares and assists with monthly and quarterly account reconciliations, roll forward schedules and financial schedules for both actual and budget by fund to provide detailed and summary level financial information.
  • Researches and conducts analysis related to best practices, standards of operating procedures, timelines, financial best practices, and provides recommendations to the Department Assistant Director and staff.
  • Conducts and provides a variety of complex and multifaceted financial analysis activities, including preparing complex and intricate reporting tools, business plan analysis and/or ad hoc financial projections.
  • Prepares, reviews and monitors account balances and reports, including documentation and resolution of variances. Reconciles differences. Prepares, maintains, monitors, reviews, analyzes and reports internal and external financial information and account balances. Prepares monthly financial analysis report.
  • Implements, maintains, and monitors financial information system to ensure accuracy and integrity of financial information for data analysis, preparation of financial reports, and short- and long-term financial planning. Actively participates in the implementation and integration of Town systems.
  • Creates and maintains a variety of complex and multifaceted financial analysis activities, including preparation of complex and intricate reporting tools, to evaluate significant fluctuations, trends, and overall reasonableness of data; assists with research, documentation, and communication of findings and recommendations.
  • Monitors and processes contract related payment vouchers. Ensures the accuracy of contractor invoices. Verifies amount and services/products/materials is within contractual monetary/term/scope and within amount budgeted for contract/budget. Analyzes project cost versus original budget.
  • Researches and maintains current knowledge of regulations and communicates with updates to staff accordingly.
  • Coordinates with departments in gathering and processing financial and budgetary information. Assists with annual budget preparation and analysis.
  • Develops, implements, maintains and documents departmental policies and procedures and record systems.
  • Work collaboratively with other departments on finance-related projects, reports, and information. Provides leadership on Town-wide and interdepartmental work teams.
  • Assists with other annual reporting requirements.
  • Assists external auditors.
  • Performs other duties as assigned or necessary.

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education: Bachelor's Degree in Accounting, Finance, or closely related field from an accredited college or university.
Experience: At least five (5) years' experience in accounting, finance or budget, including analysis; or an equivalent combination of education, training and experience.

Preferred qualifications: Experience in Governmental finance

Knowledge, Skills, and Abilities:

  • Advanced knowledge of the principles and practices of finance and budgeting, methods and techniques of research, and statistical and quantitative analysis applicable to financial analysis, budgeting, and financial forecasting.
  • Thorough knowledge of governmental accounting practices and procedures.
  • Thorough knowledge of basic accounting and budgetary principles and practices.
  • Thorough knowledge of the principles and practices of record keeping and reporting.
  • Ability to apply accounting and budgetary principles and relevant laws and regulations to the preparation and maintenance of fiscal, accounting and budgetary records and reports.
  • Skill in effectively leading others.
  • Ability to prepare clear and concise reports and to compile and analyze financial statements and reports.
  • Ability to develop and modify work procedures, methods and processes to improve efficiency.
  • Ability to establish and maintain moderately complex records and files, and to prepare reports from such data.
  • Ability to understand and follow oral and written instructions.
  • Ability to give detailed oral instructions.
  • Ability to exercise independent judgment and initiative in identifying required work assignments and appropriate methods to be utilized, and in developing solutions to a variety of work situations.
  • Advanced knowledge of excel to create and maintain complex spreadsheets, working knowledge of MS office suite.
  • Ability to exercise independent judgment and initiative in analyzing fiscal data and making recommendations regarding the operations of various Town activities.
  • Ability to exercise tact and discretion in contact with Federal, State, and Town officials and the public, and in handling confidential personnel information.
  • Ability to establish and maintain effective working relationships with other employees and the general public.
  • Ability to explain, develop and continually update departmental policies and procedures.
  • Ability to establish and maintain effective working relationships with employees, executive staff, elected officials, and citizens.
  • Advanced skills with Standard Query Language (SQL) and relational database concepts, including primary keys, foreign keys, and joins in order to manipulate and report financial data from multiple sources.
  • Ability to handle situations with tact and diplomacy when providing financial recommendation; communicate effectively orally and in writing and synthesize complex information into a more useful format for decision-makers.
  • Strong attention to detail and advanced Excel skills.
  • Ability to exercise tact and discretion in contact with Federal, State, Town officials and the public.
